DUTIES

Security Management:

  • Implemented the security management plan and security protocols developed for the country office
  • Conducted regular security risk assessments in line with minimum operation requirements
  • Maintained and implement location and situation-based security standard operating procedures (SOPs) as applicable.
  • Adapted security protocols to the shifting operation context in NE Nigeria as needed

Staff, and Asset Safety:

  • Conducted regular safety audits of all NCA premises and recommend measures that would reduce risk, focusing on prevention and deterrence.
  • Ensured that Security guards at all NCA premises have undergone basic safety and security trainings and maintain clear records on the same
  • In consultation with Admin Manager, ensured that safety features are installed in NCA premises
  • Advised the Admin Manager on safety requirements for asset and commodity movements, asset and commodity storage and use.
  • Ensured all NCA premises are equipped with fire extinguishers in clearly marked locations
  • Ensured that all NCA premises and vehicles used by NCA staff on official duty are equipped with first aid kits
  • Identified hibernation options for staff and ensure that hibernation kits stocks are always available in all locations.

Trainings:

  • Conducted safety and security trainings to all new staff before deployment to filed locations and or Maiduguri
  • Analized staff security and safety needs and share with line managers.
  • Developed a catalogue of mandatory trainings that staff should undertake before deployment to deep field locations and communicate this to line managers
  • Maintained records of staff safety and security trainings
  • Outsourced specific safety and security trainings and liaise with line managers to identify who can benefit from the same

Liaison and Coordination:

  • Ensured close coordination of NCA security protocols with other actors in the operation areas and keep monitoring for any actions that may elevate our security risk for immediate remedy
  • Attended security coordination meetings regularly and keep the Head of Mission informed on any new developments
  • Liaised with the Logistics department for cargo movements to ensure security protocols are followed
  • Liaised with the Admin department before vehicles are deployed to deep field locations to assess the vehicle conditions, drivers’ awareness of security requirements and safety provisions in the vehicles
  • Liaised with the Security Advisor at Head office and keep updated on new NCA global security and safety issues as they emerge.

Reporting:

  • Ensured that incidents are promptly reported, and clear actions are taken as needed.
  • Compiled monthly security reports and share with Head of Mission
  • Ensured that staff understand and clearly apply the incident reporting tools as needed
  • Received daily staff check-ins from all the deep field locations through a designated focal person.

DUTIES:

  • Liaised with government, security forces as well as Local Heads and other key external stakeholders to ensure that all AHNi staff can maintain regular and safe access to program areas within Nigeria.
  • Coordinated with other INGO safety and Security focal points to get the current contextual information and update the SMT via SITREP.
  • Ensured that Hibernation, Relocation and Evacuation plans are updated for the area of responsibility with the support of Safety and Security team
  • Used standard trainings developed by SSC, conduct regular refresher training to all staff on personal safety, VHF communication, fire prevention, defensive driving among others.
  • Prepared weekly reports for the Base office and updated data on available incident data tools.
  • Submitted formal post incident reports to the Security Director
  • Worked closely with the Zonal Team lead, to ensure that Security Focal Group (SFG) meeting are held and minutes submitted to SSM as required.
  • Tracked and monitor AHNi staff movement within the areas of responsibility and report any movement breaches to SSM.
  • Continuously monitored of the environment in the operational areas and update staff frequently with safety advisories.

Major Responsibilities
Safety and Security Management

  • As the Helen Keller-Nigeria Helen Keller Safety and Security lead, continuously monitor the environment in the operational areas in which Helen Keller-Nigeria is working.
  • Tracked and monitor Helen Keller staff movement and report any movement breaches to supervisors.  Assist program staff in developing movement plans as needed.
  • Liaised with government, Army, Police, Department of State Service, INSO, local authorities and other key external stakeholders to ensure that Helen Keller staff can maintain regular and safe access to program areas.
  • Regularly coordinated with peer organization safety staff/focal points to share contextual information.
  • Attended relevant external coordination meetings from time to time as requested by the supervisors.
  • Organized and conduct trainings on personal safety and security, first-aid, VHF/ satellite phone communication, fire prevention, defensive driving, among others.
  • Prepared and circulate weekly security reports for field offices, highlighting key incidents, risks and other relevant information and analysis.
  • Vet the safety of hotels and overnight accommodations for field staff.
  • Ensured that the Helen Keller-Nigeria Safety and Security Plan, Visitor Guide and associated documents are up to date and reviewed regularly, and staff are constantly kept aware of their contents.
  • Supervised and liaise on daily basis with contracted security guards to ensure the guard force is trained and aware of Helen Keller SOPs and are effectively enforcing the required regulations.
  • Accompanied program staff on field missions on an as-needed basis to better develop an awareness of the challenges faced by Helen Keller staff in the field. Prepare regular field site reports and submit to the CD.
  • Conducted  access assessment to existing and new program location within the area of responsibility and submit report to supervisors, as needed.
  • Became available 24/7 to respond to any staff concerns or incidents that might require urgent attention.
  • Conducted mandatory safety and security briefing to all newly recruited staff, and visitors and to all field staff before commencement of field activities. He/She will keep track/record of all staff briefed and provide monthly update to supervisors.
  • Shared information and collaborate on security tasks with other Helen Keller security staff across the organization.
  • Monitored and track Helen Keller and external incidents that have the potential to affect Helen Keller-Nigeria program implementation and security rating (“level”).  Maintain incident tracking tool/map.
  • Ensured Helen Keller Incident Reporting Procedures are followed.
  • Submitted when required voice, email, or SMS immediate advisories to Field staff when significant security incidents occur. This will include updating and testing on a bi-weekly basis the Helen Keller warden and Bulk SMS systems. Ensure that he/she keeps an up-to-date staff contacts list and reviews/updates it regularly.
